Title: Evaluation of Counterfactual Policies Using Instruments (w/Michal Kolesar and Pepe Montiel Olea)
Abstract: In settings with multi-valued instrument variables (IVs), such as judge leniency designs, researchers frequently report two-stage least squares (TSLS) estimates. Yet the IV monotonicity assumption needed to interpret the TSLS estimand as a local average treatment effect (LATE) is often questionable. In practice, however, researchers are often not interested in the LATE per se, but rather in the impact of some counterfactual policy that changes treatment assignment---e.g. the implementation of a quota or algorithmic recommendation that encourages judges to release more defendants. We consider what can be learned about such counterfactual policies from the data typically used to estimate TSLS. We derive computationally tractable bounds on the average outcome under the counterfactual without imposing IV monotonicity. We further…

Title: "Market Size and Trade in Medical Services"
Abstract: We uncover substantial interregional trade in medical services and investigate whether regional increasing returns explain it. In Medicare data, one-fifth of production involves a doctor treating a patient from another region. Larger regions produce greater quantity, quality, and variety of medical services, which they “export” to patients from elsewhere, especially smaller regions. We show that these patterns reflect scale economies: greater demand enables larger regions to improve quality, so they attract patients from elsewhere. Despite concerns about rural access, larger regions have higher marginal returns to spending. We study counterfactual policies that would lower travel costs rather than relocating production.

Title: High-Dimensional Canonical Correlation Analysis
Abstract:
Canonical correlation analysis (CCA) is a classical statistical analysis method used to find a common structure between two data sets. In econometrics it is frequently used to select common factors and perform cointegration analysis; and in finance for optimizing portfolio allocations.
In the talk I will discuss high-dimensional CCA with an emphasis on the vectors that define canonical variables. I will show that when two dimensions of data grow to infinity jointly and proportionally, the classical CCA procedure for estimating those vectors fails to deliver a consistent estimate. This provides the first result on the impossibility of identification of canonical variables in the CCA procedure when all dimensions are large.
